The Ministry of Culture and Sports presented in the Majilis a draft law “On Amendments and Additions to Some Legislative Acts of the Republic of Kazakhstan on Tourism Activities”, which provides for the introduction of tax free and tourist tax (bed tax) for foreign tourists. It is reported by Interfax-Kazakhstan.
As Vice Minister of Culture and Sports Urken Bisakayev said at the presentation of the bill, it is proposed to introduce tax free systems (not for EAEU citizens) and a tourist fee (bed tax) in the amount of 10% of the monthly calculation indicator. According to the department, the economic effect of the implementation of Tax Free is estimated at 198 billion tenge from 2019 to 2025.

According to him, the tourist fee provides for the collection of foreign tourists staying in places of accommodation – hotels and hostels. As he clarified to reporters, at the first stage it is planned to introduce Bed Tax in Nur-Sultan and Almaty for hotels with categories of 4 and 5 stars. The received fee from a foreign tourist is planned to be directed only to the development of tourism and the promotion of Kazakhstan in the target markets.
The bill was developed for the effective implementation of the state tourism development program for 2019-2025, adopted in May 2019. Also, according to Bisakayev, it is planned to introduce state support measures in the form of investment preferences and the identification of priority tourist areas (PTA). These territories will be determined by the government.
«PTA participants are given the opportunity to receive investment preferences - tax, in-kind grants - in the construction of tourist facilities. The threshold for recognizing these projects as investment is proposed to be reduced from 2 million MCI to 200 thousand MCI», – Bisakaev said at the presentation.
In addition, it is planned to improve the mechanism for assigning a tourist code.
«At the legislative level, this is not fixed. Therefore, we propose legislatively fixing the system of tourist codes so that all tour operators who transport our tourists outside of Kazakhstan assign tourist codes», – concluded Bisakaev, commenting on the bill to journalists on the sidelines of the Mazhilis of the parliament.
Earlier, Kazakh Tourism reported that the introduction of tax free pilot mode in Kazakhstan is planned in the IV quarter of 2019. The first facility where the VAT free tax refund system will be implemented will be the Esentai Mall shopping center in Almaty. Initially, Kazakhstan planned to introduce tax free in 2022 at the airports of Nur-Sultan, Almaty and Shymkent.
